Spill Prevention Containment and Countermeasures (SPCC) Plans

PCC Integrity Testing for 21 tanks, SPCC Plan Review, and Amendment for Solar Turbines - Reviewed 2009 SPCC plan. Prepared and certified technical amendment to include section on Integrity Testing in SPCC plan. Integrity Testing complies with 40 CFR 112.8(c)(6) and includes standard, type and frequency of testing, qualifications of personnel conducting the tests and inspections, and record retention. Provided Steel Tank Institute (STI) SP001 inspections and ultrasonic thickness testing for 9 tanks at Harbor Drive facility and 12 tanks at Kearny Mesa facility. Prepared tank inspection reports and repair recommendations. Completed in November 2012.

SPCC Integrity Testing for City of San Diego - Integrity inspection of elevator and valve actuator hydraulic fluid tanks using STI SP001 inspection and ultrasonic thickness exams, per SPCC plan. Completed in November 2014.

SPCC and BECP Plan Review MCAGCC 29 Palms - Reviewed 950-page SPCC and Business Emergency Contingency Plan (BECP) for content and compliance. Compared data in plan with 240 Aboveground Storage Tank (AST) inspection results. Reported discrepancies in plans. Completed in June 2014.

Steel Tank Institute (STI) Aboveground Storage Tank (AST) Inspections

AST Inspections at Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms - Using SP001 tank inspection standards, inspected 240 ASTs and diesel generator ASTs at the 29 Palms base. Inspections included National Fire Protection Association (NFPA) 30 and California seismic safety standards. Repair recommendations were provided along with inspection results. Worked as a subcontractor to Chicago Bridge & Iron (CBI) Federal Services, LLC. Completed in June 2014.

AST Inspections at Marine Corps Air Station (MCAS) Miramar - Using SP001 tank inspection standards, inspected 81 ASTs and diesel generator ASTs at the MCAS Miramar base. Inspections included NFPA 30 and California seismic safety standards. Repair recommendations were provided along with inspection results. Worked as a subcontractor to Shaw Environmental. Completed in June 2013.

AST Inspection for T-Mobile/Wilkes Solutions - Provided an integrity test per the 2009 SPCC plan for the facility, using STI SP001 standard for tank inspection. Tank is a 2,000-gallon, double- walled, UL 2085 diesel tank. Provided recommendations for level gauge and sign replacement. Completed in September 2014.

California Code of Regulations (CCR) Title 22 and Title 23 Professional Engineer (PE) Certifications for Hazardous Waste Tank Systems

PE Assessments and Certifications for 30 Tank Systems at Naval Air Weapons Station (NAWS) China Lake - Over a 3 year period, provided Title 22 PE Assessments and Certifications for 30 industrial waste tank systems including: Minideck, K-2 Tank System, Salt Wells Propulsion Lab (SWPL), VX-9 AST, Weapons Survivability Lab (WSL) Small Oil Water Separator (OWS), WSL Large OWS, Photo Lab and Fire Science Separator. SWPL work included secondary containment enlargement. Fire Science Separator work included design of internal and external cathodic protection systems. Photo Lab work included all closure documents. Completed in 2012, 2013, and 2014.

PE Assessments and Certifications for 28 tanks at Naval Base San Diego (NBSD) Oily Waste System - CB&I Federal Services, LLC- System includes pier Pump Station Nos. 2, 4, 7, 9, and 13; Sludge Tanks 402 and 403; Load Equalization Tank (LET) Nos. 201-204; Recovered Oil Tank Nos. 301 - 304 and Nos. 901-905; Oil Water Separators No. 501 and 502; Induced Air Flotation (IAF) Nos. 501 and 502; Drainage Basin and the Receiving Basin. Assessment included a coating inspection and a review of secondary containment, leak detection, corrosion protection, instrumentation, and compatibility with wastes. PE Certifications are for 5 years and comply with CCR 22, Section 66265. Completed in 2013 and 2014.

Design Review for Waste Water Truck Facility (WWTF) at Naval Air Weapons Station (NAWS), China Lake - Jacobs Naval System Group (JNSG) - Reviewed design of industrial waste system at WWTF for Title 22, Chapter 15, Section 66265 compliance. Project review included secondary containment, leak detection, corrosion protection, instrumentation, and compatibility with wastes. Minor changes proposed for ease of construction and Title 22 compliance when constructed. Completed in November 2013.

PE Assessments and Certifications for 17 tanks at Naval Base Coronado (NBC), Naval Air Station North Island (NASNI) - Industrial Waste (IW) System - CB&I Federal Services, LLC- System includes Tank Nos. 1A, 1B, 4B, 5A, 5B, 6A, 6B, 7, 8, IW Sludge Pretreatment Tank, IW Filter Press, Mixed Media Tank Nos. 10A, 10B, 10C and Carbon Absorption Vessels 1-4. Assessment included a coating inspection and a review of secondary containment, leak detection, corrosion protection, instrumentation, and system compatibility with wastes. PE Certifications are for 5 years and comply with CCR 22, Chapter 14, Section 66264. Completed in 2013 and 2014.

Closure of Two Mixed Waste Units at NASNI - Puget Sound Naval Shipyard (PSNS) - Provided PE closure documentation for mixed waste Fixed Treatment Units (FTU) per Title 22, Section 67450.3. Completed in June 2012.

PE Assessment and Title 23 Certification for Diesel Fuel Pipelines at Building 7, Cogeneration Plant, Naval Medical Center San Diego - Naval Facilities Engineering Command (NAVFAC) Utilities Dept. - Prepared Title 23 PE Certification for two underground diesel pipelines. Certified that pipeline was installed and tested per applicable engineering standards and Title 23. Completed in 2011.

PIPELINES
Naval Amphibious Base (NAB) Pipeline Replacement on Pier Nos. 3, 8, and 13 - Shaw Environmental - Major Repair PE Certification and project management for large project to replace combination PVC/carbon steel double-walled pipeline on 3 piers and quay walls. Exterior of original pipeline was under water during high tide, and carbon steel had corroded. The new pipeline is high-density polyethylene (HDPE), which is compatible with the sea environment. Project also included preparation of closure documents for the removal of original Fuel Pier double-walled pipe, the abandoned-in-place underground pipeline from Building 346 to the plant, and the removal of Tank No. 346. Completed in September 2011.

New Oily Waste Pipelines on Pier 12, Naval Base San Diego (NBSD) A. O. Reed- Title 22 PE Certification for new HDPE pipelines on north and south sides of the newly constructed Pier 12 at NBSD. Pipeline is a combination of 6" x 10" and 4" x 8" double-walled HDPE lines, approximately 1650' long on both north and south side of pier. New pier pipelines tied into manholes and main oily waste pipeline. Completed in January 2014

Pump Station (PS) No. 2 Pipeline Replacement, Naval Base Point Loma (NBPL) - CB&I Federal Services, LLC- Major Repair PE Certification for 8" x 16" double walled pipeline replacement. Pipeline is buried 10 feet below grade and connects underground oily waste tank to pump station. Original pipeline was severely corroded carbon steel and PVC. Replacement pipe is high-density polyethylene (HDPE), which is compatible with the ground water environment. Completed in September 2014.

Construction Management for Tank and Pipeline Projects

Repaired Hole in Floor of LET 201, NBSD. CB&I Federal Services, LLC. Hole in floor of oily waste LET 201. Tank was repaired using American Petroleum Institute (API) 653 standard. A patch plate was welded over hole in the floor. Welding inspected tested using dye penetrant and vacuum box. Coating repaired using coal tar epoxy for tank interior and Society for Protective Coatings (SSPC) standards. Prepared Major Repair PE Certification for all work per Title 22, Section 66265. Completed in June 2014.

Man Hole (MH) 52/53 Pipeline Repair, NBSD- Shaw Environmental - Construction management and Major Repair Title 22 PE Certification. Pipeline is 10" x 14" double-walled HDPE oily waste line located 12' below grade. Breach in secondary containment pipeline was repaired. Completed in May 2013.

Mixed Media Tank Nos. 10A, 10B, and 10C Coating, Interior Pipe Replacement, and New Media Project, NBC - CBI Federal Services, LLC -- Provided Major Repair PE Certification and project management for surface preparation and interior and exterior coating for 3 pressure vessels. Surface preparation and coating work was per SSPC standards. Project also included the replacement of the original PVC internal piping with stainless steel piping, and the replacement of the mixed media. Prepared Major Repair PE Certification for all work per Title 22, Section 66264. Completed in 2014.
